The basic legal instruments regulating construction activities in Georgia are the following: Law of Georgia on Construction Activity, Law of Georgia on Principles of  Urban Construction and Spatial Arrangement, Law of Georgia on Architectural Activity, Code of Georgia  on Product Safety and Free Circulation, Law of Georgia on Licenses and Permits, the Resolution #57 of the Government of Georgia on Procedure for Issuance of Construction Permit and Permit Conditions, orders of the Minister of Economy and Sustainable Development of Georgia.

The body responsible for the implementation, administration and monitoring of the legislative documents related to construction activities is the Ministry of Economy and Sustainable Development of Georgia.

In order to carry out construction activities in Georgia it is necessary to obtain construction permit. The Permit is issued by the local self government bodies of Georgia. The Permit for buildings and structures with excessive risk factor i.e. structures of special importance such as power plants are issued by the Ministry of Economy and Sustainable Development of Georgia.

The technical requirements, fees and timeframes for obtaining the Permit are regulated by the Resolution #57 of the Government of Georgia on Procedure of Issuance of Construction Permit and Permit Conditions and by the normative acts of relevant local self government bodies. The violation of the Permit conditions constitutes administrative offence and is subject to fines.

On the  ease of dealing with construction permits Georgia ranked third place out of 189 countries according to the joint annual research of the World Bank and International Finance Corporation “Doing Business” in the year of 2015.
